- Submit proposals to several foundations for funding
- Hire staff and planning consultant
- Issue invitations to Advisory Committee members, develop meeting schedule

PHASE II: Strategic Planning
FOCUS: Create Vision to End Homelessness 10-year plan

- Convene Advisory Committee, Kick-off: 11/4/04

- Hire Data Analyst/ Communications consultants
January - April, 2005
- Advisory Committee continues education process on ending homeless issues, best practices: 2/2/05
- Focus Groups and Project Teams meet regularly to develop achievable strategy recommendations
- Identification of specific statutory, regulatory, and organizational implications for state/city systems
- Focus Group and data analysis reports issued to the Advisory Committee, Project Teams, HCOC
May - September, 2005
- Advisory Committee receives draft Potential Action Strategies as proposed by Project Teams: 5/1/05
- Advisory Committee discusses revisions to draft Potential Action Strategies: 5/25/05
- Revised Action Strategies issued to HCOC: 5/26/05
- Update on process presented to ENTF: 6/05
- HCOC/Project Teams/Workgroup refine Action Strategies and draft Plan to End Homelessness

PHASE III: Long-Term Strategic Planning
FOCUS: Implementing 10-year plan
January 2006 - June, 2006
- MPCB presented final Plan: 1/11/06
- HCOC/Advisory Committee jointly release Plan to End Homelessness: 1/25/06
- HCOC staff works with HCOC and its Subcommittees on initial implementation steps
- Public education on Plan priorities takes place
- Vision and HCOC leadership advocate for State/local/federal policy changes
- Short- and long-term program and funding plans are created
- Federal, State and local funding proposals reflect new HCOC/community priorities
July, 2006 - December, 2006
- Federal/State and local funding supports initial Plan priorities
- Program and fund development activities continue to support long-term Plan priorities
January, 2007 - May, 2007
- Project Manager and HCOC coordinator work with HCOC subcommittees, HCOC members and key stakeholders on program development and priority implementation plans
- Final evaluation of planning process takes place
- HCOC approves plans to sustain implementation process until 2014
DELIVERABLES
- Vision to End Homelessness Plan implementation is underway on all primary goals
- Plan recommendations will be completed over a 10-year period
